Psychotherapeutic Services was founded in 1988 with a simple but profound belief: behavioral health care could be delivered with greater compassion, innovation, and dignity than what many people were experiencing in traditional institutional systems.
That vision began with two professionals who met while working in government-operated behavioral health facilities — Dusti Jones, a psychiatric nurse with a passion for system design and patient-centered care, and Dr. Ralph Wolf, a psychiatrist deeply committed to evidence-based treatment for individuals facing severe mental illness, addiction, and forensic challenges.
Together, they witnessed firsthand the limitations of public-sector behavioral health systems. They saw individuals and families struggling to access meaningful, personalized care. More importantly, they believed there was a better way.
Driven by a shared vision, Dusti and Ralph stepped into the private sector with the goal of building programs that treated people not as cases, but as human beings deserving of hope, healing, and opportunity.
What began as a small behavioral health practice quickly grew into one of the region's most respected multi-state organizations. Over the decades, Psychotherapeutic Services expanded across the East Coast, operating more than 55 behavioral health programs throughout Delaware, Maryland, North Carolina, Florida, Georgia, and Washington, D.C.
Under their leadership, the organization developed and implemented more than 90 behavioral health service models, providing treatment and support in mental health, substance use disorders, developmental disabilities, juvenile justice, criminal justice, and social welfare reform. Their programs have helped hundreds of thousands of individuals and families throughout the communities they served.
Today, while the organization has strategically narrowed its focus to Delaware, Maryland, and North Carolina, the mission remains unchanged: delivering accessible, high-quality behavioral health care rooted in compassion, clinical excellence, and evidence-based practices.
At the center of that mission are the founders themselves — the professionals who built Psychotherapeutic Services and continue to guide it today.
Known to colleagues and friends simply as Dusti, Mrs. Jones is a board-certified Advanced Practice Psychiatric Registered Nurse who holds a Master's Degree in Psychology, an MBA in Health Services Administration, and a post-graduate certificate in strategic planning.
Dusti's expertise lies in designing and implementing consumer-centered behavioral health systems that prioritize real-world outcomes and long-term recovery. Prior to co-founding Psychotherapeutic Services, she spent 13 years in public health managing behavioral, addiction, and specialized health services.
Under her leadership, the organization has earned numerous national, state, and local awards for innovative programming and best-practice service delivery. Dusti is also a nationally and internationally recognized speaker on evidence-based behavioral health and co-occurring disorders, with published work translated into multiple languages.
As Chief Executive Officer, she continues to guide the organization with the same passion and purpose that inspired its founding nearly four decades ago.
Dr. Ralph Wolf serves as Chief Medical Officer and brings more than 30 years of psychiatric and addiction treatment experience to the organization. Board Certified in both Adult Psychiatry and Forensic Psychiatry by the American Board of Psychiatry and Neurology, Dr. Wolf specializes in the treatment of severely disabled psychiatric populations, addiction services, forensic populations, and adjudicated youth.
Before co-founding Psychotherapeutic Services, Dr. Wolf served as Medical Director for multiple outpatient and inpatient behavioral health and addiction programs. He earned his Doctor of Osteopathic Medicine degree from the Philadelphia College of Osteopathic Medicine.
Today, Dr. Wolf oversees the clinical integrity of Psychotherapeutic Services, supervising psychiatrists and ensuring that every program maintains the highest standards of evidence-based, client-centered care.
From a small practice founded by two professionals determined to change behavioral health care for the better, Psychotherapeutic Services has become a lasting force in communities across the East Coast.
